Micrografx Draw is a free-form vector based drawing program with a collection of clipart. The earlier versions are especially notable as being among the few programs produced for Microsoft Windows 1.x.
I have a similar situation, using Micrograph Designer 3.1 on a XP-sp1 installation. Many existing technical / building / construction drawings but hard to maintain. Can't upgrade to higher windows levels, etc, ect. I followed your suggestion and did a trail with Corel designer Technical suit X5 and X6. Reading the .DRW files works fine for the all objects in the drawing. However I experience a major problem and that is that non of the measurements are transferred to The X5/X6 version.

I also have drw files from the early 90s. I was generating them using MacDraw, a free Macintosh drawing software that was common at that time. I just manually changed the.drw file extension to .cdr, I happen to have OpenOffice and with a double click OpenOffice opened the file. Some image formatting is wrong but basically it works (it may just be a matter of a font which I don't have). Corel Draw should open the file easily too, I guess.
